The dam site designs were developed by the Soil Conservation Service (now referred to as Natural Resources Conservation Service NRCS) in 1962, with supplemental plans prepared in 1966 for the primary purpose of flood control to residents in Killeen and Belton, Texas and to reduce sediment and erosion of agricultural areas. The Nolan Creek Watershed Work Plan and WCID 6 are responsible of the operation and maintenance of the floodwater retarding structures in the Nolan Creek Watershed.
